2024 Expedition NorthStar MI ORV & ORV TRAIL Permit Locations

Hello all, looking for ideas for mounting trail permits. Just received new 2024 ORV & ORV Trail Permits Stickers for MI. It says to mount, Rear Facing on Metal Surface, Bumper or Permanently mounted plate. I have non of the above. My tailgate is down when loaded. Bumper is tubular. And the whole back is plastic. Anyone ride up north in MI. Does DNR right tickets for not having mounted in the locations specified on stickers, if none are applicable. I was gonna mount both high on rear window drivers side. Any photos if any appreciated. Thank you

I bought this one because it uses two factory bolts to install. No drilling or more holes. Here in Idaho we have a full license plate but I’m wondering if you can use this for just your stickers.

I've run quads and side x sides in Northeast lower Michigan for years and most everyone I know mounts them on the plastic rear fenders. And we've never had a problem.
